The Civil Office of the Cumberland County Sheriff’s Office is responsible for the service of civil papers in Cumberland County. Under common law, the Sheriff is bound to provide prompt efficient civil process to the citizens of Cumberland County. North Carolina Law of civil procedure dictates how these civil processes are to be served in this state. North Carolina General Statue 162-14, states that if a process is presented to the Sheriff for service, the Sheriff is legally obligated to attempt service.
The Civil Office is responsible for serving civil processes throughout the 661 square miles of Cumberland County, including the City of Fayetteville, Town of Hope Mills, Spring Lake, Stedman, Wade, Falcon, and Godwin. Unlike other Divisions, this section serves the entire population of approximately 304,000 in Cumberland County. There is a deputy assigned as a liaison officer to Fort Liberty which has a population of over 50,000 persons. The Civil Office will attempt to serve all processes presented to the Sheriff within the timeframes set according to North Carolina Statues.

The Civil Office consists of one (1) Lieutenant, two (2) Sergeants, three (3) Corporals, and nine (9) Deputies to serve civil processes. It also includes two (2) Deputies who serve Domestic Violence Orders and Domestic Violence Warrants. There is a clerical staff of six (6) Civilians who support the Civil Section, one (1) Office Manager, three (3) Data Entry Clerks, one (1) Execution Clerk, and one (1) Bookkeeper.
Fee for service of Civil Process from out of the state of North Carolina are Fifty dollars ($50) per person per document to be served, also can be paid by credit card over the phone, in the state of North Carolina is ($30) per person per document to be served. Please include a self addressed stamped envelope for your return of service.

Special Services/Gun Permits is also assigned to the Civil Office. It is staffed with five clerical personnel, including one supervisor. Over 9,000 gun permits each year are issued through this office and over 5,000 requests for fingerprints.
